The first on looks like a Fusion to me, and the second, can't seem to find anything with those particular specs.. But the late 90's Jacksons were kind of scattered, and it may be a dealer exclusive model, too.. Hopefully someone with a little more info chimes in...

I guess the second one is a Dinky, with some changes... I guess the scale was made by a Luthier and the pickups were changed

There were a few H/S/H dinky models, so it would be difficult to guess..

That is the one I believe to be an arch top fusion.. The "Top NR" was added by an owner, that is not a font Jackson uses for anything.

It must have been produced for something outside the American market, and I have never seen anything like that before....

Yeah, seems like a special guitar, I guess there is only a few of them in whole world... Maybe it's a Special Series from Japan... But the catalogs from Japan do not show any guitar like this
The second one I know was customized, the inlay was made by a Luthier... I will buy the Top NR, or Archtop Fusion, seems to be a good guitar, better than the second one...
